5G Infrastructure, Huawei's Techno-Economic Advantages, and India's National Security Concerns Earlier this year, Huawei, a leading global telecommunication equipment vendor from China was allowed to participate in India's 5G trial phase, raising pertinent concerns about their inclusion in the country's 5G technology rollouts. In his paper, Gautam Chikermane, Vice President at ORF, analyses the legal, geopolitical, strategic and technological risks of allowing Chinese firms such as Huawei into India's critical infrastructure. Weighing the transformative force of 5G against India's national security requirements, it provides six policy contexts within which to examine this complex issue.

Do these threats apply only to the critical infrastructure domain? Given the current Sino-India economic engagement, is there value to a complete decoupling of India from China, assuming its possibility? Should India sustain alternative engagements with countries like the US, Japan, and Sweden that aren't hostile and adverse like China? What measures can India take to safeguard its critical infrastructure while doing business with telecom companies? Is India domestically ready for adapting to 5G technology or can a case for better governance models be made?

The Fellows Seminar at ORF brings together Harsh V. Pant, Director of Studies and Head of Strategic Studies Programme at ORF, Manoj Joshi, Distinguished Fellow at ORF and Trisha Ray, Junior Fellow at ORF, in conversation Gautam Chikermane to discuss the six policy contexts of indigenization, government monopoly, enabling governance, techno-nationalism, no-rush governance and constructive use of Huawei that contextualize the issues associated with Huawei's entry into India, India's readiness for adopting 5G with regard to its physical infrastructure, potential alternatives to engagement with China and growth in the telecom sector.
